Tom Dultz is President of CivicRisk, a Managing General Underwriter of Ryan Specialty Group. Tom joined Ryan Specialty Group in May, 2010. CivicRisk specializes in excess liability coverage for public entities, including cities, counties, school districts, transit districts, utility authorities, joint power authorities/pools and more.
Tom has over 39 years' experience in the insurance industry in various underwriting, management and sales positions. Tom was executive Vice President and Chief Underwriting Officer for C.V. Starr & Co. (California) a managing general underwriter specializing in excess casualty products for Public Entities, Construction Risks and General Business from 2001 to 2010.
From December 1989 to 2001, Tom held various positions at Starr including Los Angeles Branch Manager, Residential Construction practice leader and Sales Manager. Tom authored Starr's underwriting guidelines for Public Entity, Public Transit and Residential Construction as well as co-author of numerous policy forms still in use.
Up until 1989, Tom marketed Fortune 500 accounts for Marsh & McLennan and Frank B. Hall in Los Angeles.
Prior to that, Tom was Regional Excess Casualty Manager for the Home Insurance Company.
In 1986 Tom received his Chartered Property and Casualty Underwriter's designation. He has been a keynote speaker at a number of industry gatherings, most recently participating as a speaker and panelist at the semi-annual MC Consulting Construction Defect Litigation seminars. He was also invited to be a guest speaker by the American Public Transit Association.
Tom has conducted Sales and Underwriting seminars for wholesale and retail brokers and underwriters for more than two decades. He holds brokers' and surplus lines licenses in all 50 States.
Tom received his Bachelor of Science from California State College at Los Angeles in 1968.
